Additional Information

This issue is non-reproducible; the pop-ups enable and work as expected.

Workaround

  1. Open the web map in Map Viewer Classic.
  2. Add the individual layer to the web map via URL rather than the whole map server.
  3. Adjust the size of the tab in the web browser.
