In ArcGIS Online Map Viewer, custom web styles do not load in the Style Picker. The symbols display on a published feature layer, but the symbols do not appear in a published web style.

Publish the layer and the style with the latest release builds of ArcGIS Pro and the symbol gallery loads as expected and symbols get applied to value as expected following the steps outlined in the issue.Workaround
This post has some relevant information on this issue, however the problem seems a bit different.
