In ArcGIS Online, Living Atlas layers can only be shared with groups by group owners through the item details page of the item, but not by group managers or group members.

Additional Information

This issue currently reproduces not only with ArcGIS Living Atlas of the World items but also with all public items owned by another organization. This is a high-priority item, and the team is working to fix it as soon as possible.

Workaround

For a normal 'any organization' group, a workaround is to share from the Group > Content tab using the 'Add items to group' button. However, this workaround is not applicable to group members due to BUG-000143826 (The 'Add items to group' button in the Group Content tab is missing for group members even when the group setting is set to all members can contribute.)

However, for group managers or group members of a distributed collaboration group, it is not possible to share Living Atlas items with the group. This is because the option to share items through the group's Content tab using the 'Add items to group' button is not an option due to BUG-000143822 (The 'Add items to group' button is missing for everyone in the Content tab for distributed collaboration groups in ArcGIS Online.) As an alternative, users of a distributed collaboration group can share Living Atlas layers with the group after changing the ownership of the group to themself.
