Additional Information

This workflow is behaving as expected. When adding Referrer URLs to the Limit Usage settings on a Hosted Feature Layer, the layer will only be available via those exact URLs. For example, adding the View URL for a Dashboard (Refer to to this documentation https://www.arcgis.com/apps/dashboards/ for more information) to the Limit Usage settings will mean that viewing that Dashboard in Edit mode, as the Edit URL will be different. Refer to the example in this documentation https://.maps.arcgis.com/apps/dashboards/#mode=edit. To be able to view the layer in this Dashboard's Edit mode, the Edit URL will also need to be added to the Limit Usage URLs list.
