Workaround

Option 1: Generalize the features to reduce the number of vertices before publishing.Option 2: Create a copy of the layer in the web map so that there are two copies of the trouble layer. In one copy, apply the labels and make the symbology invisible. On the other layer, apply the symbology and remove the labels.Option 3: Publish the labels as a separate Tile Service
