In ArcGIS Online, a custom basemap present as a part of the Basemap Gallery group does not appear in the Alternate basemap list for the Basemap Toggle option when configuring the web app built using the Minimalist template.

This is an expected behavior. The Alternate Basemap list is not dynamically generated based on the organization having a custom gallery.
