In ArcGIS Maps SDK for JavaScript, the surfaceColor property no longer allows the ground to be transparent without affecting the transparency of the basemap unlike in previous versions.

Additional Information

The desired visualization can now be achieved using blendMode:"source-in" on the VectorTileLayer. Refer to the following link: https://jsbin.com/busedavaga/edit?html,output. Notes: - BlendModes are supported in SceneView since ArcGIS Maps SDK for JavaScript 4.24. - Since ArcGIS Maps SDK for JavaScript 4.26, SceneView also displays the back faces of the globe, hence the visualization looks slightly different in global viewingMode when compared to ArcGIS Maps SDK for JavaScript 4.20.
