In ArcGIS Maps SDK for JavaScript 4.x, pop-ups of MapImageLayer or FeatureLayer are collapsed when calling a hyperlink from the header of the pop-up and it opens in a new tab.

In ArcGIS Maps SDK for JavaScript 4.25, a collapse or expand icon is added in the Popup header to visualize the collapse or expansion of the widget. View the pop-up in the example here: https://codepen.io/laurenb14/pen/bGKqLEa.Workaround
Click on another pop-up, or click on the header of the affected pop-up. Both solutions are not obvious to users at first.
