From the provided test app, when the app initially loads, a network request is made for an image. When we zoom in, the layer becomes visible, and the legend displays the corresponding symbols. At this point, you can observe another request for the same image in the network tab. However, the first type of request, which is triggered when the app loads, is a fetch request that is likely initiated by the API (possibly the rendering engine). The second request, triggered when the layer becomes visible, is of type PNG, which is fetched by the browser since the image URL is set in the SVG element within the legend. There isn’t currently an easy way to use the fetched image in the legend, as the legend is simply using the URL to the image, and using the one fetched for the layer would be problematic. Therefore, I believe this behavior is expected and as designed. It may be possible to improve this in the future, but it's not a bug.
