Additional Information
Updates were made in ArcGIS Maps SDK for JavaScript 4.26 to take into account how workflows are handled that have unupdatable features to allow interaction with attachments, since this is technically supported at the service level. Additional properties are added on the Editor's layerInfos property to take into account how attachment editing is handled. Since the underlying feature layer has attachments allowing attachment editing, set layerInfo.attachmentsOnUpdateEnabled as false on every layer with attachments so the select tool does not show. The documentation will be updated to be clearer on this.
Workaround
In addition to setting allowedWorkflows: ["create-features"], the layerInfos property must be set and each layerInfo property must set the layer and attachmentsOnUpdateEnabled: false. If any layer used in the Editor has attachments and is not set with this property, the Select tool will display.
