In ArcGIS Instant Apps, custom header HTML in the Interactive Legend template does not follow the theme selected in the Theme & Layout settings.

Additional Information
The custom header is a blank slate, allowing for full customization. Edit the source code to apply color. The preset theme applies only to the default header.Workaround
Use the source code option in the box to style the header accordingly. This does not change the color of the header itself but allows creating a colored box within the header and stretching it to fit.
