This is not a bug. The expected behavior is documented in the following link, https://doc.arcgis.com/en/insights/latest/create/calculate-a-field.htm#ESRI_SECTION2_39BDD5DC66224464ABF7B5B757B91AE6. For example: Between '2005-12-31 06:00:00' and '2006-01-01 00:00:00' by Unit.D = 0, less than 24 hours between dates.
