In ArcGIS Hub, the expected hierarchy is not followed, and the organization name is taken from Resource > Citation > Contacts if there are two or more Resource citation contacts in a feature layer's metadata.

Additional Information
This issue only occurs when there are two or more values assigned to 'Citation Contact' within the Resource > Citation > Contact metadata. As this is an uncommon configuration and ArcGIS Hub cannot choose between multiple contact values, this issue is not to be addressed.Workaround
Include only one 'Citation Contact' value within Resource > Citation > Contact > Contact Name. Otherwise, if there are two or more values, ArcGIS Hub is unable to select between the values and uses the next value in the fallback.
