In ArcGIS for Server 10.3.1, when a Excel spreadsheet is used as an input to the geoprocessing tool and is allowed to get copied to the server while publishing, the copied table is malformed.

The converted spreadsheet looks the same as it was when it was in Excel.Workaround
Convert the Excel spreadsheet or workbook to some other supported format and then utilize it as an input to the geoprocessing tool before publishing it as a service.Steps to Reproduce
