In ArcGIS for Server 10.3.1, a print service is unable to access unsecured map services if ArcGIS for Server uses web tier authentication.

The printing of services secured at the web tier is not supported by ArcGIS Server print services.Workaround
If printing unsecured services, install a second web adaptor with anonymous access enabled. http://server.arcgis.com/en/web-adaptor/latest/install/iis/install-multiple-arcgis-web-adaptors-iis.htm This skips the authentication step that the print service cannot complete. Because the service is unsecured from Server Manager, there is no authorization step required.Steps to Reproduce
