In ArcGIS for Server 10.3, a Web Map Service (WMS) GetCapabilities request displays comma delimited coordinate values instead of a decimal delimiter coordinate values as displayed in version 10.2.2. This issue occurs with ArcGIS for Server is installed on European operating systems.

Workaround

Create an external capabilities file.
