In ArcGIS for Power BI, group layer items saved directly in ArcGIS Online are not displayed in the layer list. Group layers are only accessible if they are included within a web map, which can then be added to Power BI.

Workaround
Add the group layer inside a web map, then the web map can be accessed in ArcGIS for Power BI.
