In ArcGIS Field Maps, the USGS National Map cannot be used offline even though tile export is allowed.

The error was not reproducible. USGS topographic maps were able to be taken offline through Field Maps Designer. The National Map is maintained by USGS, not Esri. There was an issue with the National Map (USGS topographic) that USGS was aware of, but it has been resolved. Esri does not own or manage the National Map, as it only provides access to the raster cache tiles that are served by USGS.Steps to Reproduce
