Bug
In ArcGIS Field Maps, admins can attempt to create replicas (offline areas) from a web map that they do not own and this adds 'Offline Map Areas' to the web map item's 'typeKeywords' JSON, preventing the change of ownership.

Workaround
[UNSUPPORTED] ArcGIS Online Assistant https://ago-assistant.esri.com/
- Open ArcGIS Online Assistant and log in using the Administrator1 credentials.
- Navigate to I want to... > View an item's JSON.
- Click the web map.
- Choose to edit the Description window.
- Under the typeKeywords section, delete Offline Map Areas.
- Save the JSON file. Administrator2 is able to Change Owner for the web map.
