In ArcGIS Experience Builder, the Search widget, the Flash and Zoom actions are not consistent in the foldable template.

Workaround

Removing the 'Records created' trigger and actions will resolve the issue.

• This is not practical for someone who wants to use both a locator and layer search source and use both triggers.

Working with a blank page template also resolves the issue. This is the best workaround if re-creating the project under the blank template is feasible.
