In ArcGIS Experience Builder, the Map and the Basemap Gallery widget do not display a publicly shared custom basemap if the 'Allow anonymous access to your organization' setting is turned off.

This is the designed behavior of not enabling the 'Allow anonymous access to your organization' setting. Refer to https://doc.arcgis.com/en/arcgis-online/administer/configure-security.htm#ESRI_SECTION1_323F5BC306A542258085A4910D261463 for more information. With this option off, queries for basemap resources are not the same for anonymous and signed-in users and result in the Esri default.Workaround
Enable the 'Allow anonymous access to your organization' option in the organization's settings.
