This behavior is functioning as designed as the Add Data widget in ArcGIS Experience Builder adds feature layers to the experience, while the described behavior configures the editability of the layer's fields in the web map's Smart Form. Since the Add Data tool is directly referencing the feature layer and not the web map, the editable setting configured on the web map is not referenced.
