Bug
In ArcGIS Experience Builder Developer Edition, when text within a Fixed window is hyperlinked to an Anchored window that has 'Click outside to close Window' checked, clicking outside the window closes both windows, and the Fixed window cannot be opened again.

Workaround
This only occurs when using hyperlinked text to link to the Anchored window. Using a button works as expected. Alternatively, use the Sidebar widget instead of a Fixed window.
