In ArcGIS Experience Builder, a conflict arises between the Table widget’s select searching fields configuration and the Map widget’s extent-based filtering, resulting in persistent and incorrect data filtering behavior.

Workaround
Uncheck all in the select searching fields configuration in the Table widget or remove the Map widget action (search field may need to be checked on and off to reset missing data).
