This issue was investigated in BUG-000170215. It was determined the National Agriculture Imagery Program (NAIP) server was returning an error when the dpi was greater than 353.Workaround
Replace the image service layer with the Esri World Imagery basemap: https://services.arcgisonline.com/ArcGIS/rest/services/World_Imagery/MapServer
