Bug
In ArcGIS Enterprise Sites, the header is displayed although it is not toggled on upon initially setting the name in Prominent, and switching to Custom CSS.

Additional Information
The text filled in the Name field is to be manually removed. However, even if it remains, it does not impact any of the custom CSS, if the option is used.Workaround
Add the lines of code displayed below and prevents the Name property from displaying.
