A normal PDF output is seen when publishing from ArcGIS Pro 3.0 to ArcGIS Enterprise 11.0. and ArcGIS Pro 2.9 to ArcGIS Enterprise 11.1.Workaround
Set the color model to RGB in the Properties page inside the Color Management tab while authoring a layout in ArcGIS Pro.
