Additional Information

In order to be added to a shared update group, users must be assigned level 2 capabilities. In ArcGIS Enterprise 10.6.1 the error message, “Unable to invite user to the group. The user does not have the privileges needed to join the group.” is returned when adding members with or without requiring confirmation. In ArcGIS Enterprise 10.8.1, users with level 1 capabilities are no longer shown in the Add Member dialogue for shared update groups.
