In ArcGIS Enterprise, a Portal for ArcGIS user with the publisher role cannot view services in ArcGIS Server Manager when the document is federated.

Additional Information

This is expected behavior. When federating an ArcGIS Server site with a portal, the portal's security store controls all access to the server. A publisher role in a portal can only work with services that they have created in the portal. They cannot modify or delete other publishers' services.
