In ArcGIS Enterprise 11.5 Map Viewer, the 'Image measurement' tool remains disabled for oriented imagery layers with the orientation accuracy property defined.

Additional Information
The measurement tool required nine semicolon-separated values instead of the eight specified in the documentation. This issue was known to occur in ArcGIS Enterprise 11.5 and ArcGIS Online 2025 R01, and it has been resolved in ArcGIS Enterprise 12.0 and the latest version of ArcGIS Online.Workaround
As a workaround, add an additional ;0 at the end of the OrientationAccuracy property. For example, if the current value is 5;10;5;5;5;0;0;1, update the value to 5;10;5;5;5;0;0;1;0. This workaround should work well in ArcGIS Enterprise 11.5.
