Duplicate of BUG-000170269Workaround
- Upgrade to ArcGIS Enterprise 11.4 or later.
- Within the Text widget, change the dynamic content from COUNT(OBJECTID) to COUNT(<other unique field>). Use returnCountOnly: true instead of outStatistics in the query.
