In ArcGIS Desktop, if a network disruption occurs while a license is checked-out and the program is closed before reconnecting, the License Manager is not returned immediately when reconnected.

Additional Information

The actual time for the License Manager to pull back these licenses is 2 hours. This is to allow a user to continue working without hindrance and lose work as a result of bad network issues.

Workaround

Go to License Server Administrator > select Force Check-in for the license once the machine is reconnected to the network.
