Additional Information

The issue is not reproducible in ArcGIS Desktop 10.7, ArcGIS Desktop 10.7.1, or in ArcGIS Pro.

Workaround

Run Repair Geometry on the data after exporting the data from the enterprise geodatabase to ensure the incorrect ring ordering geometry errors are resolved. This returns area values as positives in ArcGIS Desktop 10.6.1, although running Repair Geometry was not necessary for ArcGIS Desktop 10.7.0 or ArcGIS Desktop 10.7.1 to return positive area values.
