In ArcGIS Desktop 10.4.1, permissions are working (feature classes can be viewed). However, in the newer versions of ArcGIS Desktop and ArcGIS Pro 2.X, only the relationship classes are shown.

Workaround

  1. Remove any dash or special characters in the data owner's name or schema, then the permissions configuration works with all versions of ArcGIS Desktop and ArcGIS Pro.
  2. Grant permissions at the object level.
