In ArcGIS Dashboards with custom basemaps, if anonymous access is disabled in the organization settings, the basemaps are not available when using 'basemap switcher' in View Mode of the dashboard.

This is the expected behavior. Organization's customized resources, such as a basemap gallery, are not available when anonymous access is turned off.

Workaround

Enable anonymous access for the organization.
