This is an expected behavior. Multiple spatial filters act as a union, not an intersection. The zoom issue is not reproducible. This issue may be re-submitted as an enhancement request.Workaround
In the described workflow, remove Layer actions targeting the list element. This retains the functionality while reducing the number of required spatial filters. If relevant, attribute filters may be included to help honing in on selections (without necessitating multiple spatial filters).
