In ArcGIS Business Analyst, when the 'Automatically update map projection' option under Preferences is selected, the interface does not allow panning or zooming.

Workaround

Turn off the 'Automatically update map projection' option. Switch from Data view to Layout view, and back to Data view to refresh.
