Additional Information

The 'Measure distance and area' tool issue when used on a touchscreen device is no longer reproducible. The issue is fixed in ArcGIS Business Analyst Web App 8.4.

Workaround

The touchscreen can be disabled on HP Windows device by going to Device Manager > Human Interface Devices > HID Compliant Touch Screen.

After the touchscreen is disabled, the measurement tool functions normally.
