Thank you for reporting this issue. The missing site symbology with static maps in dynamic HTMLs is no longer reproducible at the June 2024 update of the ArcGIS Business Analyst Web App. We expect the fix to be available in production on June 26th.Workaround
Export the HTML from the Export Infographics window instead of from the Run Reports tab.
