Bug
In ArcGIS API for Python, using the built-in users' authentication function returns the following error message, "error in signing functionality: A general error occurred: local variable 'oauth_info' referenced before assignment" when the parameters are stored in an Azure Key Vault.

The development team installed the Azure libraries and is able to successfully pull credentials from the vault and login with the GIS. Examine the result returned from the vault and ensure it is the proper login credentials.Steps to Reproduce
