This issue is stemming from the use of older graphics cards. Minimum requirements for the ArcGIS API for JavaScript 4.12 are a modern stand-alone or integrated graphics card with the latest drivers installed. If older hardware is being used, users should use ArcGIS API for JavaScript version 4.11 until the hardware is upgraded.
