In ArcGIS 10.3.1 for Server, the US Dual Range Addresses geocode service incorrectly ranks findAddressCandidate results when a location or distance parameter is provided. Features farther from the location point with a lower match accuracy are returned in results above features next to the location point with the highest match accuracy.

Additional Information
This is as designed. When using findAddressCandidates, users get all candidates for all locators in the composite that are above the MinimumCandidateScore and the candidates are sorted by locator in the composite and then by score. Adjust the MinimumCandidateScore and MinimumMatchScore (MinimumMatchScore is used during batch only) to something much higher, like 85 to 93, to guarantee the match with the highest score is first.
Workaround
Increase the minimum match accuracy (typically to 80%) so that the only feature returned matches the input search.
