In ArcCatalog and ArcMap, when adding a secured Open Geospatial Consortium (OGC) web map service using the username and password option from an unfederated ArcGIS GIS Server environment, the following error message is returned: "Connection Error- Authentication token required.(Status code 499)."

Additional Information

This is not a defect. The username and password fields on the Add WMS Server wizard are for web tier authentication, not for ArcGIS GIS Server token authentication. Refer to the following documentation to connect to a WMS Server: http://desktop.arcgis.com/en/arcmap/latest/map/working-with-arcmap/connecting-to-gis-servers.htm#ESRI_SECTION1_D9FD1988733D4A55896C8EEA4E94B0CA It states: "Specify any additional parameters to include in the request sent to the server. For example, use this to specify token if the service is secured using token based authentication."

Workaround

Secured WMS can be added using token based authentication.
  1. Get the OGC Service URL from ArcGIS GIS Server Manager.
  2. Generate a token from the ArcGIS GIS Server admin end point
  3. Add the WMS server in ArcMap using the token.
