Workaround

This problem is fixed with the new Time Slider in ArcGIS 10.Enable time on the layer and then use the Time Slider for visualizing the data over time.

In Animation Manager under the Time view tab, intervals should be calculated from the beginning of the month as opposed to the end of the month.
