In an ArcGIS Utility Network data, feature-linked annotations for a line feature class with the option to update annotation when the feature's shape is modified and unchecked do not change position when both the feature and the annotation is modified simultaneously.

A new feature is needed to change the way the annotation is moved in ArcGIS Pro when accessing through feature services. Currently, when a geometry is moved or modified in any way, it is treated the same. This request is to use a transformation in the case where the geometry itself is unmodified.Steps to Reproduce
