In a web app, if the web browser is minimized when the app is loading, the Filter widget does not open for unique values when the filter is set on a map service.

Workaround
The Filter widget can be set to not automatically open with the app. The layers of the map service can be added individually instead of the whole service added at once in the web map.Steps to Reproduce
