In a pre-existing federated environment adding a second web adaptor configured on the second ArcGIS Server machine, ArcGIS Server Manager spins when trying to log in after presenting the ArcGIS Enterprise portal login page and entering the username and password.

Additional Information

Only the URLs used when federating can be used to access ArcGIS Server Manager.

Workaround

Do not log in to the environment using the second configured ArcGIS Server web adaptor.
