In a highly available multiple-machine ArcGIS Enterprise site built using Azure Cloud Builder 10.7, stopping the Windows service of ArcGIS Server defined in the Admin URL during federation causes the ArcGIS Server site to be inaccessible to Portal for ArcGIS during administrative tasks.

Additional Information

The architecture for a single tier deployment is not highly available. It is not in the user interface and documented. Hence, stopping the primary machine causes the deployment to be non-functional. This is because the first machine (primary) is the endpoint used for internal communication. The purpose of adding a secondary machine is mainly for capacity and not high availability. In ArcGIS Server 10.8, the architecture has evolved where the internal communication is done via the load balancer. In this case, stopping ArcGIS Server on the primary machine may be possible. If high-availability is desired, the multiple tier deployment should be leveraged.

Workaround

  1. Navigate to the following URL, https://<Portal URL>/portal/sharing/rest/portals/self/servers/
  2. Choose a hosted server ID.
  3. Copy the Admin URL.
  4. Click 'Update Server'.
  5. Paste the Server Admin URL and modify it to point to the secondary server's FQDN (this is found in Server Admin > Machines endpoint).
  6. Click 'Update'.
