This is as designed. Since distributed collaboration uses feature service replication, disabling the sync warns the user that there are currently existing copies of the data, and these copies can no longer upload or download data changes.Workaround
Un-share and re-share the hosted feature layer to the collaboration workspace.Steps to Reproduce
