In a disconnected environment, the map image layer cannot be added as a basemap to the new Map Viewer if the default basemap group is defined and the default basemap is not accessible.

This issue is addressed as part of the ArcGIS Enterprise 11.5 release planned for the second quarter of 2025.Workaround
Use the URL parameters to load the basemap. Map Viewer Classic can also be used to define the basemap.
